Do you mean the kind that are just *silhouettes*? (.. or maybe with a few details added to each later?)

If so, the general technique is to fan-fold (accordion-fold) a long sheet of paper so it ends up as wide as you want the final figure to be.
Then draw your figure's outline on the front section of the folded paper stack so that its outstretched arms (or wings, or anywhere you want the figures to connect) end up *right on the fold* or the edge, and at least a half-inch or so tall so there will be a strong connection.
Then cut around the outline, but don't cut the folds where the ends of the arms are.
When you open the folded paper, the figures will be attached at the hands (or the wings, or wherever).

Later, you can tape or glue several units of figures together if you can't find long enough paper for them all at one time (leave a tab at the end of each unit so you can conveniently glue it to the next unit).

You can also add some details with pens, glitter, etc., to each figure if you want.
