Just solved a similar problem on a 99 Silverado, and I recommend starting by scanning the computer for sensor error codes. The computer must have a basic list of input conditions valid before it will allow the engine to start. In my case, the Silverado had a door safety alarm switch problem and only the GM dealer's scanner was able to read the GM specific error code.

There are 2 reasons an engine won't run: no fuel, no fire. Just because the pump is running doesn't mean you are getting fuel.
An electric pump will run fine, but with a bad valve in the pump it won't pump gas. Look for the Shrader valve on the fuel runner and check the fuel pressure. If you have pressure,check for fire at the sparkplugs.
