I also have natural, shimmering blue eyes. Which are extremely vibrant, but i do not wear any eye make-up. (In fact i do not wear any form of makeup other then clear lip-gloss, if that helps?) Oh, and i am also of Indian origin with very fair skin. Alot lighter than Aishwarya Rai, so maybe that is the problem? lol.

I know know about Aishwarya Rai, but I do know some basic eye makeup points: Eyeliner, Eyeshadow, Mascara.

Apply the eyeliner to both upper and lower eyelid. This will make your lash line appear thicker and draw more attention to your eyes. I am a huge fan of my Stila smuge pot. It gives a more smokey look. The only thing is that you'll need a brush with with to apply it. You can find both at any Sephora and ample people to show you how to properly apply it. With the smudge pot be aware that it will dry out after a couple of months, but I just put a little bit of non-alcohol based lotion in it to moisten it again. If you want to go the more traditional route, they also have pencils and liquid eyeliner.

Eyeshadow: Golds are great with blue eyes, but if you want to make them pop I would stick with a smokey look. Just do your eyelid up to the fold, then choose something neutral to go up to your eyebrow. Again, you can find all this at Sephora.

Mascara: This will make your eyelashes nice and dark and, for me at least, blends the eyeliner in so it doesn't look like I'm wearing eyeliner. I would suggest Covergirl Lashexact. It comes in this nice pink container and I don't find that it clumps together at all. Everyone has a different opinion, though, so talk to your friends and see what they like.

If you want your eyes to pop, continue to wear little makeup anywhere else. I found a picture of Aishwarya and included it in the source section because it looks like she's doing what I would do with the makeup. She doesn't use anything on her bottom lids, though.
Anyways. I'll say it one more time: Go in to Sephora. The people there are always crazy nice and even if you choose not to buy anything, they'll answer all your questions. I'm SUCH a fan of Sephora.

Many celebrity makeup artists use a technique called tight-lining (the term is usually credited to Laura Mercier). You line the water line of the upper lashes (as well as the usual area above the lashes); basically, you are lining above and below the upper lashes, being sure that you get any skin between the lashes. The result is very noticeable. Below is a link with specific instructions on how to do it.

i suggest a light shadow base, such as gold or cream. ur eyes sound beautiful so u can probably go with smokey eye, and grey, purple, or brown shadows w/ darker matching shadows near the lash lines, etc.
