No, it just uses your internet to stream images and video to the user on the other end, no fees will ever be associated with using a web cam, unless its a pay site where you are required membership to allow web cam to be used within their online system community (mostly porn)!

No, it doesn't run a clock. However useing it on some sites will charge you for displaying your web cams view.
