use GIMP its free at www.gimp.org

use any hardware you have and any drawing software available that works best for you. you could make shapes by using mouse, tablet, or arrows on your keyboard.
paint, corel draw, illustrator, photoshop, freehand, flash 3d max ..etc. you even could use word processing software such as word or open office to make shapes. for what purpose? actually i don't understand the question...:)
