Who is the the man who contracted food poisoning that runs a country?

with all this talk about the russian spy I am a bit confused...I thought there was a man who ran (enter country here) that one day left for dinner and contracted food poisioning and one of the side effects were his face being distorted...Handsome man who you wouldnt think was handsome if you saw his recent picture...does anyone know the name of this man or if even know what I am talking about can shed a bit of light on this subject? I wish I could rememebr what country but I cant I know that owuld help if I did..
