First of all I am the same way and to prevent it completely we fool around alot first. Making out first can prevent you from being dry during sex. If your partner is the kind of guy who wants to do a quickie let him know it takes a little "motivation". Also keep some KY or other female lubrication cream around just in case. However I didn't like those because it took away some of my sensitivity down there. If you get KY make sure to get the warming kind or something like that.

Make sure you are well-hydrated, first off. Dehydration doesn't help you lubricate.
If you are aroused and still not wet, you may have lower estrogen levels (especially if you are nursing or premenopausal or diabetic). Your doctor can prescribe a medicine for this (containing the synthetic estrogen called estradiol).
If you don't want to get that heavy-duty about it, KY Jelly or Astroglide or other things labeled "personal lubricant" and sold in the condom/tampon aisle at the grocery store work well for a lot of women. I wouldn't suggest buying the "warming" lube... that can be painful if you have a dry vagina
