Here's my question and here's my code:

I applied a fade-in effect to enter my web page. However, it ONLY shows this effect in Preview and not in the actual web page. What should I do?

well, your code is wrong.
tags appear in the headers only

Edit to add : some transitions do not work with other browsers than Internet Explorer. this is one of those transitions that only work with Internet Explorer

Rather than hanging, for illustration, font color and dimension knowledge in a tag round every piece of textual content, you'll specify that each one tags of a detailed sort have a sort that you simply set as soon as in a cascading sort sheet. This can both be in a sort block on the best of every web page, or in a separate .css dossier that a couple of pages can hyperlink to.
