Weird.. I believe it has something to do with your sound drivers.. Something might be corrupted in the driver files. If you're using a non-inboard sound device, try updating the drivers.
Also, disconnect ur speakers, headphones and disable your microphone.. Check if it solves the problem with the siren/squeaking sound. :)

what type of recreation are you taking section in? it will be you dont have the right specs or criteria to play the game, this is why you encountered issues. I performed Gta-Vice city lower than the specs required for the game in my previous gadget and that i actually have issues like that. try searching the information superhighway for the specs of the game and improve your memory,hd,or video card so that you'll play the game easily.

most probably Heat related issue...
beep is sign of activation ACTIVE MONITOR in main root system
its a hardware monitor when ever it feel a system is getting less or more power..... more heat etc it beeps
most probably its heat coz games make system work at higher level and thus have tendency to heat it up... check your cooling etc
