I'm sure people native to Iceland respond to cold different than people native to the Caribbean. I think the tolerance levels are different but all in all, a certain of level of cold is tolerable and another is too much, and I believe that goes for all humans. The rest is mental.

Because some people are just plain stupid.

Sure, some people don't feel the cold as much. IMO, if it's below 65, it's cold out, but if you want to go out in 5˚ weather in shorts and a T-shirt, don't come crying to me or expect me to feel sorry for you when you get frost bite. Some people just don't have the brains God gave a gnat.

Most of the kids these days think it's not cool to wear pants, a jacket or hat and gloves. Let them be slaves to fashion, I'll be nice and warm in my parka, gloves, hat and scarf.

Well, I wear my shorts down to about 30 degrees because it's comfortable. When it gets colder, I put on the long pants. I don't particularly like it, but it beats frostbite and having my leg hairs go brittle. Actually, it get quite hot where I work, so I wear shorts all winter long there...but when it gets cold, I keep an emergency pair of sweatpants in the car for the trip to and from. Several other people I work with do the same, and they are both male and female, black, white, and even my Mexican buddy Chico, so I don't think it's a racial thing---it's about comfort.

It has nothing to do with race. Different people just have different interpretations of how cold it is. It can be influenced by a lot of things, including their activity level, their health and body type, their usual style of dress, how they were raised, etc.
