PHP is free from http://www.php.net
Setup and configuration, as well as buuilding apps, is a different matter. How much it costs is based on what you want.
If you are using GoDaddy.com as a Web host (it appears you are), it comes with PHP preinstalled. Most shared hosting will have PHP preinstalled.
So, basically, you simply need to decide what you want to do with PHP, then ask for pricing on those applications.

PHP is free, but you are going about it the wrong way. Instead of setting up PHP on your server (which may or may not be possible, depending on your current setup), you should consider moving your site to a server that has PHP and whatever other software you need. Quality shared hosting with PHP starts well below $10/month; dedicated servers can be leased for under $150/month...
