If you were to add the zeros to the back of all the decimals, it will be easier for you to see which is smaller. So:
0.00901, 0.0109, 0.1009, 0.910, 1.09

As for 3/7, 5/9, 7/12 and 9/20, I suggest converting them into decimals.
3/7 = 0.429
5/9 = 0.556
7/12 = 0.583
9/20 = 0.45
So the answer is: 3/7, 9/20, 5/9. 7/12.

with the decimals, just take the decimal point away and look at how big they are then, but you can't ignore those zeros. The one with most zeros in front will be smallest, and the one with the largest number right after the decimal point is biggest of the decimals. Of course, if you have a whole number before the decimal, that will be bigger than just the decimal number alone. So, for this example, smallest to biggest would be:
.00901, .0109, .1009, .910, 1.09

For fractions, you can convert to decimals (divide top # by bottom # so 3/7 would = about .429) and order them just like in the last one.
The other way to do it is to find a number that all of the denominators (bottom #s) divide into. In this case that number is ridiculously hard to find, so just convert to decimals and it'll be easiest.
But, if you had an example like...say...2/3, 5/6, 3/12, and 19/24 you could multiply 2/3 by 8/8 and get 16/24, 5/6 by 4/4 and get 20/24, and 3/12 by 2/2 to get 6/24. Anytime you multiply a fraction by a number over itself (1/1,2/2, 3/3, etc) you're not changing the value of the fraction since all of those 1/1 things reduce to 1.
Anyhow, you now have 16/24, 20/24, 19/24, and 6/24. You just order by the top number: 6/24, 16/24, 19/24, and 20/24. It's easy then to convert them back to the original numbers if you need to.
Good luck!

For decimals, line them up at the decimal point, then compare. If it helps, give them all the same number of places after the decimal point (e.g. 5 in this case):

Unsorted:
0.01090
0.00901
1.09000
0.91000
0.10090

Now it is easy to put them smaller to bigger:
0.00901
0.01090
0.10090
0.91000
1.09000

For the fractions, you either want to convert them to decimals and compare, or use the lowest common denominator:

LCD(7, 9, 12, 20) = 1260

Unsorted:
3/7 = 540/1260
5/9 = 700/1260
7/12 = 735/1260
9/20 = 567/1260

So the order would be:
3/7 = 540/1260 = 0.428571..
9/20 = 567/1260 = 0.450000
5/9 = 700/1260 = 0.555555..
7/12 = 735/1260 = 0.583333..
