Yes you can.
You can order an Oyster card and have it sent to various countries. An Oyster card is a plastic ticket which stores money (for pay as you go) or weekly "season tickets"

No you can't reserve tube tickets, but it's not necessary. They do have weekly passes.

It only takes a few minutes to stand in line at any station to buy a weekly off-peak tube pass. They give you a little cardboard ticket.

Off-peak means after 9.30 am, but there is no afternoon limitation. It's also good for any bus (except tour busses of course; don't laugh, they look similar).

The last train in the tube is usually around 1 am or so, but there are night busses that will get you where you need to go.

The ticket is good from when you purchase it (after 9.30am) until 4am on the 8th day. It costs about 22 pounds but is well worth it.

London is full of awesome things. I couldn't start to recommend things. Soho and Covent Gardens are a good place to start. The main museums are free. The biggest and best are the British Museum, The Museum of London, The Victoria and Albert Museum, and the Natural History Museum.

The best cheap hotels and nice hostels are near Earl's Court, which is also very convenient for the tube to Heathrow.
Try www.hoteldoorman.com for discounts for hotels (prepare to pay at least 50 pounds anywhere in the city or else you'll need a hostel). The terminator hotel is busy with young people and is very cheap, but you won't be able to sleep for all the noise from the parties there.
