Time doesn't have much to do with it, but where you use it is a different matter. A cell phone should not be used at private or public gathering places where it will interrupt or interfere with the purpose of the gathering. Such as Weddings, Churches, Movies, Business Offices(Unless it's a business call related to that business), Restuarants, Libraries, Concerts, etc. Most of the time it's not the Cell Phone, it's the loud mouthed talkers on the phones. "Can you hear me now?"

On the crapper, in a check out line, while ordering fast food in the drive thru lane, while driving, during the middle of dinner while out on a date, when your in a meaningful conversation with someone, when your on your other cell phone or land line, at 12am on a weeknight when everyone has work the next day and you've decided to bite into that entire six pack, when your in bed w/your mate and your not trying to go to sleep just yet, when your in a movie theatre or show, hmmmmmmm...I'm sure there are many more!

Well, yeah! I would never use it while in college class, during a church service, or while having dinner with a friend unless it was an absolute emergency.

I also think it is rude to talk on it if you're in the car with somebody else for longer then 10 minutes.

There are a lot of times it's rude. When you are eatting dinner, at a restaurant, at the movies. I have a friend who will take a call when we are in a car and talk to them (not important calls, just chatting) the whole car ride while I sit there bored. I think that is rude.

Of course, many times. Here are just a few I can think of offhand.

In a meeting
In a church/religious setting
During a speech/workshop/seminar
On a date (unless it's something important or urgent)
In the cinema
In the theatre
