How do I make sure that my webpage scales with the browser?

I'm about to design a webpage in 1024x764(or so) and need to know how to make sure the webpage scales properly to the browser at all times. What do I do? Thanks.

Basically the HTML is my main issue. What HTML do I use to make sure this happens.

Click on the restore button of the browser. That is the second button available on the top right side of 3 buttons. Once restored, drag the bottom right corner and see whether your site organizes itself automatically while you drag and move. If it is happening, then it means you have created a scalable website for any browser.
