It is an acronym for a French phrase. The translation is "Please Respond".
What this means is that the Host/Hostess requests that you let them know if you will be attending so they can plan the event. It is important that you respond and quite rude if you don't. Imagine yourself throwing a fancy dinner party and you invite 10 people. Eight of them send a positive response so you sent eight places at the dinner table and have the caterer plate dinner for eight people. What do you do when a 9th and/or 10th person shows up that didn't RSVP? Surely the host/hostess should not be expected set extra places and to pay the caterer to hold a 9th and 10th plate in reserve just in case the non-respondents decide to show up at the last minute!
The same goes for lesser events. For example, imagine you are planning a kids party where each kid that attends gets a goodie bag. You invite 10 kids, eight of whom RSVP. You make up 8 goodie bags. What do you do if a 9th or 10th kid who didn't RSVP shows up?
I'm sure you can see that it would be quite rude of an invited guest to put the host/hostess in such an awkward position.
