The use of the "off-arm" was banded from the NBA as David Stern wanted to increase scoring in the league as fans were starting to find the game "boring."
This happened around 1996 when a Mike Fratello was the coach of a Cleveland Cavaliers team that averaged around 80 + points per game with great defense and a slow break, half-court offense.
This was a necessity at that time for the Cavs as their best player was point guard Terrell Brandon. Their play lulled fans to sleep but it was successful in producing wins.
This prompted the rule change in my opinion.

Like the person said, basically cuz scoring was really down and the sport was losing interest. I think its good that they got rid of handchecking though. It was retarded. Players didnt have to move their feet, and they could just "bully" players and almost hold them in place with bumps from their arm. Now, scoring is up, and even though its harder to play defense now, you can see who actually knows how to play defense and who can't.

Because David Stern is a puzzy. Basketball is a physical sport, and those rule changes are s**t Barbie-Doll rules.

The NBA is tired of seeing low scores...they want more scoring which they think in turn will allow more fan interest...the rule sucks cause it compromises how good a player actually is...
