My daughter's 2nd grade class just put in some tinsel, gently rolled a small picture up, and slid it in! http://www.kidsdomain.com/craft/ornament.html

Firemountain Gems sells this stuff called Omnigel.

You spread a thin layer on top of your picture, and let it dry, and repeat that process about three times. Then, you just peel it off, and stick it on your ornament.

Be sure to use a copy of a photo, since this stuff will ruin your pics.
