A new thermostat might solve this problem, but this is usually caused by something inside the thermostat called a HEAT ANTICIPATOR.
The heat anticipator keeps the furnace from cutting on and off too quickly. When a furnace does this, it is called short cycling. Short cycling is prevented by setting the heat anticipator to lengthen the amount of time in between when the furnace is on and when the furnace is off.

You may want to take off the access port to the burner and sit and watch it for 15-30 minutes to see if the burner if firing every time the fan comes on.
We have a furnace that will turn on the burner heat for awhile (10 seconds or so) then turn on the blower, and once the burner cuts off, the fan remains on for awhile. The fan shuts down, but a minute of two later it comes back on without the burner turning on.
I am presuming that there is a temperature circuit in the furnace that is sensing a temperature and the blower actually runs on this temperature sensor, not whether the burner is on or not. The recycle of the blower would be because once the fan turns off the first time, residual heat in the furnace coil gets to the temperature sensor causing the fan to turn back on.
It's done this for the 21 years we've had it.

Having a similar problem. One solution is to have the thermostat checked or replaced. Another may be that the furnace itself is not detecting a flame although there is obviously one. This is due to a faulty pilot light or flame sensor. Hope this helps.

the thermostat is set wrong .. do you have it on auto? if that is the case the thermometer in the house is in a bad spot. its telling your system that the house is cooling down so its hitting the heat to turn on then the heat heats up the thermometer and it shuts down then it kicks back on cause it cooled off. is it by a window?
call the heating and ac guys to come over and have them move the thermometer that shold do the trick

try a new thermostat, especially if its not a digital one, new digital ones are inexpensive at local hardware stores such as ace, lowes, etc
and very easy to install,
