I have a broken Toshiba laptop and most of the parts how do I take the files from its hard drive and put them on my Dell?

Go to your nearest electronic store (best buy, compusa, circuit city) and pick up a 2.5 hdd enclosure. Take the hdd from your toshiba and place it in the enclosure. Take the USB cable and plug it into your Dell. If you are running windows XP Home SP1 or later it should auto detect the drive then you can just drag and drop the files where ever you like. Easiest thing to do is physiaclly remove the notebook hard drive & use an adapter like the one below to transfer files via an IDE connection on your desktop PC.

burn it onto a cd or use a memory stick
