How would I start out to the proposal and how exactly should I write it.

Alex, think of your project as something you are trying to sell. You should first consider your target audience and who else might see the proposal. You want to summarize the historic and present conditions you are trying to improve on. You then want to explain how your improvements will better students, faculty, and staff and the Unvieristy in general. Don't forget to include a cost analysis and a project plan. You should include an executive summary at the beginning to get readers interested. Type the executive summary only after you have finished the document. Include as much graphical detail as possible (charts for example). Also do a pros and cons comparison.

Start by flowcharting your document.
