Because they're lazy or just telling you what they think you want to hear so you'll either stop bothering them or so they can string you along.
Hard to say why someone is doing that without some background information.

In fact, they really do! but maybe they're just busy...wait a while they'll pass you by....or shall i say....why don't you pass them by....and tell them you miss them....maybe next time they'll go out of their way to really be with you! How about that!

i think they are hinting that you sould go see them.... but you gota tell them that they need to come see you or you are busy or whatevr... and i would say stop being a hipocrit
