I doubt racism can be eradicated from the top down. But the top can foster education and understanding.
A heavy-handed top-down approach could easily backfire, and add fuel to the fires of racism.

Racism is an acquired trait but
you will always have people espousing it in some way shape or form because I think it really comes from fear
people fear someone different for many reasons but basically the fear losing the lifestyle that hey lead
The more we try to make sure that people are well fed, educated and secure in their homes it would be an answer to bot the questions you ask
A hard thing to do, jo you just keep trying
