usually because they are bitter about some bad things that have happened in their life, instead of owning up and taking responsibility for the choices in their own life.
It must hurt to see others succeed, telling themselves, "I could've had that, too" but knowing that they don't have it because they didn't work hard enough for it.

Obvoiusly it shows that the people you are reffering to is not-so-happy with their current state of life and get jealous easily because they also want a piece of that happiness...and unfortunately, they know they cant share it from strangers.
