Depends what you are going for, if you are going to do ceramics Alfred University tops the list, for painting/drawing it's Yale, for sculpture it's Virginia Commonwealth University. Rhode Island and Chicago are probably equally good anyway. That means there is not a single best school for all branches of fine art. Also I wouldn't go all by list, what may be the best art school for one person may not be a good school for another person. A lot depends how well you will get on with your teachers and fellow students. So a "best in..." list can only be a guide, a starting point for your research in the right place for you. Nobody can do that for you and has to be your decision.
Generally I would ask of a art school that it gives you 24 hours access to studio space and tools, that it has the equipment you need for the particular things you want to do and that you are allowed and encouraged to use them. Unfortunately not all art schools do that and even within one art school the "access and encouragement to use can vary a lot.
As for expense, the tuition tends to be about $20 000 a year, look up the school websites for accurate info.

As ever, any school is what you make of it.

Many people say art school is easy because if you wanted to; you could skate through it. The one's who succeed milk every drop out of the experience.

You might take a look at California Institute of the Arts also called CalArts. It was founded by Disney but they don't mess with the school much.

There are many fine schools in the USA. Just because you spend a lot of money doesn't mean the school is the best. So look around.

RISD- Rhode Island School of Design or Savannah College of Art and Design are probably the most selective ... and most pricey.

RISD- $31,430 per year, 35% applicants admitted
SCAD- $22,950 per year, 68% applicants admitted
