Depends on how strong you are.

by chins i'm assuming you mean wide grip palms facing away chin ups, and by pull ups i'm assuming that you mean close grip, palms facing you pull ups.

The wide grip chin-up focuses mainly on your lats, with your biceps (amoung other muscles) as a synergist (assisstant). when you move your hands closer together and turn your palms to face you, your bicep will help more with the movement, thus making it a little easier on your lats. so if doing each exercise from rest you should be able to do more pull ups than chin ups. probably not loads more though.

chins-ups focus on your lats with bicep assist.
pull ups focus on lats and biceps more evenly.

Chin up and pull ups are the same thing. Are you referring to the hand position? Theoretically, when you grasp the bar with knuckles facing you, you are also using your biceps as well as the front forearms, which will assist you doing more pull ups because two major muscles are involved.

When doing pull ups with knuckles facing away you are also using the front forearms which do not have the same strength as biceps and rear forearms combined. Therefore, resulting in less pull ups.
