AMD Athlon 64/X2 or Intel Core 2 Duo, at least 1GB of RAM, and a high-quality motherboard. Also, get a good video card, such as a nVidia 7600GT. It will make your PC seem slow if you have a crappy vid card, even if all of your other components are awesome. If you can, ask a friend to build you a PC, as it will be faster and cheaper than an HP or Dell, etc.

Thats not a question that can trully be answered. It is going to depend entirely what you want to use the computer for. Just for emails, word processing and surfing the web, a low budget PC will be fine. If you want to play high definition graphics games then a mid range Graphics Card, At least 1 gig of ram and a fast processor. If you want to store and edit videos then a hugh hard drive, almost top of the range AGP graphics card or better and dual core processors. You would do best to speak to a few PC manufacturers, see what they suggest and then decide. ONe good rule of thumb, always go that little bit better with specifications than you think you need. That way it should be sufficient for the next year or so.

depending on what you plan to do with it, and if you want to build a mean piece of machinary yourself(which i suggest).
definately the new core duo processor from intel is the top of the line at the cheapest price. minimum 80gig hard drive for enough storage in general but not too much keeping your price down, i suggest 1Gig of ram to handle almost anything the average user needs and you wont need to upgrade it for quite a while, dvd burners are really cheap now so might as well get everything all in one when it comes to removable media, back to the processor, if you dont want to spend that much on a processor you should get atleast 2ghrtz or more if youre going with intel if you want amd then 1.8 will suffice but run at a higher temperature so make sure you get a cooling fan that works good. and also if youre building it one thing to keep in mind that most ppl forget about is that when you buy a processor make sure that the mother board is compatible remember that even some processors that are the same sometimes have different pin counts. if you want something fast, all ready assembled, cheap and of very good quality and comes with excellent customer service later, i definately suggest dell.com. the site is self expanatory and you can call them and order everything. they also have financing available, the cust. rep. can help alot. give them the specs i metioned and they'lll hook you up!

It really all does depend on what you are looking for. For movies and large graphics then you need fast processor and large hard drive, but just for basic homework use or surfing the net you really don't need that much power. And of course games are power and memory hogs.
