The problem with governance in the form of nit-picking little ways releases society from the responsibility of common courtesy and good sense. The tax on that would be incredible and wasteful, especially in enforcement. Perhaps if you suggest the person alter the volume they hear on the phone, perhaps they wouldn't be shouting. I find it to be one of the ways technology has reduced our ability to connect with the here and now, always we have a computer, a microwave (no more long time oven baked meals) cell phone, and we as a society have accepted that our own personal space is very small, and no one elses' is important either. I am offended by those who raise their voices on their phones, but there are also those I have seen who speak so softly I thought they were mumbling to themselves. Just better equipment, I suppose. Frankly, I am at an age that nothing surprises me anymore, and I am not about to spend my time being upset over someone elses' lack of manners and good grace.

I don't think it should be illegal. There are a lot of people out there that don't have any respect but that is no reason to ban cell phone from the movie theater or even Target. What if there is a REAL emergency and their phones are turned off? That would be pretty bad.
If you have a such a problem with it, why not ask them if they will get off the phone? I mean it is up to them. So just ask the next time. Tell them it is disturbing to you!

I don't believe it should be illegal, but common courtesy tells you not to talk on the phone in those types of situations. I belive it is everyone's responsiblity to exercise such courtesy.
Furthermore we should not be afraid to tell people when they are being impolite. If you were told you were being quite rude alot it would eventually sink in. Maybe next time just pipe up and say excuse me? DO YOu mind? they'll wake up.

I think its rude, but this country has enough laws. If it were illegal to be rude, every customer service representetive I've ever spoken to would be in jail.

I don't. As long as the movie isn't playing, why shouldn't it be ok? Also, for being in line, what is the prob there? Hurting the cashier's feelings?

I do. If you can not smoke in certain places because it bothers people than hello do not talk on a phone in public places.

No illegal..people just have no sense in their head anymore.

Its just plan rude but can understand emergencies.

No, I don't agree. Why shouldn't you be able to use it then?

-Movie theatre, yes... If it's while watching the movie. That's just common courtesy.

i do especially if they're chatting very very loudly about something good that happened to them when your having a really crappy day!
