The FDA does not consider herbs to be drugs. They did a study a 20 yr study at NY Presbyterian Hospital involving 10's of thousands of people evaluating the merits of Eastern and Western medicines. They determined that the best treatment is a combination of both.

try dh.gov.uk complimentary and alternative medicine..... plenty of background and reports..this is uk regulations but we usually follow eec guidlines and recommendations
