Depending on what your upper arms look like, you may benefit more from surgery to correct it, with what is known as a brachiaplasty. This is particularly the case in patients with excess skin around the upper arms after having lost a lot of weight such as after having weight reduction surgery (ie gastric bypass).
In terms of price, you may benefit more from going to a university hospital rather than a boutique plastic surgeon. Understand that residents and plastic surgery fellows would be helping with the operation but it would be done by the plastic surgeon himself. Usually the price is a little less in these centers.

I've never been for liposuction myself but have heard that Transform are usually pretty reasonable and most importantly, they only use registered surgeons.
They give you a free consultation too.
Just make sure you weigh up all the pros and cons before taking such a big step - remember that once the fat is removed from your arms there may be some loose skin which might make you feel even worse about them.
