I need to know what city, county or state agency to address apartment problems that have not been resolved appropriately to. Of course I will be moving, but I still want the issue solved. It's not the fair housing people, as this is a maintenance problem So who?

Your city or county should have a "code enforcement officer" that will take your complaint. You may also have other remedies, including placing your rent in escrow (with the local courts) until the problems can be resolved.

You should make sure you notify the owner and management of the property in writing. If you can fax the letter (and print out the confirmation, or send it certified mail with return receipt.

Report it to the management company. You should be able to find out who owns the apartments. Also, alert the local media.
