It grows from the root, otherwise, we'd be able to dye our hair once and never have to worry about our roots showing. Think of fake blondes, they have dark roots as their hair grows out.

Hair grows from the root. Once it clears the scalp it is dead matter. It has no blood supply or nerves. That's the reason that there is no feeling or pain if hair is cut. Pulling hair is another thing. The pull is transfered to the root where it does hurt.
