No,
the NHS works on the premise that it is free for all. If you did what you suggest it would become a two tierd system which the government wants to avoid. It wouldn't be saving money but privatisation which is very different.
If it were to become semi private it would have to be means tested rather than catorgorised as you suggest otherwise people could make themselves fit into a catorgory. For example, which definition of disabled are you using? Ihave three chronic illnesses and use a wheelchair, am I disabled? What about people with athsma? They can be, but aren't always, classed as disabled under the DDA. Also, is something like Athsma classed as potentially fatal? I know a lot of people who have it so would they all be entitled?
If people had to pay then I guess there would need to be some sort of insurance simalar to the Americans.
I have to admit that your idea needs a lot more thought!

They will save money obviously, but what are they going to do with the extra that used come from that.
We pay taxes according to our possibilities, and give us the right to have that attention, probably the service is not the best and we have to wait ages, but if someone can afford a private one they are welcome to do it.
Why become private a service that is own to everybody since the very first breath, is one right that all the people should have, and we have access to it currently, just think how many people fight for got the service and make it public without discrimination.

Ridiculous. The point of the NHS to so that EVERYONE (including fit and healthy working people) has equal access to health care.
Also, what about "working adults" who are diabetic or have other health issues that require constant medication on the NHS?

Why should i pay my tax and not get to see a doctor but pay for an unemployed person who can't be bothered to get a job! I know that not all the unemployed are lazy and a majority of them do want to work, but what about those who just want to smoke hash all day. And what about the women who have loads of babies and can't support themselves? Why should i pay even more for them and not be able to see a doc myself?
