Look to evolution. In the protovertebrates, the ducts and ports for reproduction form as structures in parallel with excretory structures, and to some extent have a common embryology. The excretory structure tend to be at the opposite end of the body from the eating structures (mouth vs. anus/cloaca). The association of reproductive structures with excrertory structures tends to place them at the opposite end of the trunk from the mouth. In fish, this became the ventral area. In amphibians, reptiles, birds, and mammals this was preserved.

They are in the most protected place possible, and that's an obvious choice for Mother Nature. We used to call those "the family jewels" for a good reason.
Also, there is something divine in the fact that we couple face-to-face (often, if not really usually, in these decadent days) and can therefore exchange eye contact and all the other things which are important to love ("bonding," in animal behaviorist terms), and therefore create a more secure home for the offspring.
Like I said, Mother Nature is pretty smart. Let's not fight Her, OK?

Protection. For mammals, it's the safest place to be from accidential damage. It would have been even safer if the testes were inside the body, but it turns out that sperm need to be in an environment slighly cooler than typical body temperature, which is the reason why we have air-conditioned testes.

the main purpose of the genitalia is to reproduce...if we had genitals on our foreheads or arms how could we possibly have children..in the case of the woman..there is no way she could carry a child to term in her head..her brain is there already and her arm couldn't hold the uterus and child....

Its common sense. the digestive system flows downwards through the body - not upwards! So by the time it reaches inbetween the legs, it can be excreted.

i guess it would be funny its at our forhead..... try using a strap-on on your forehead and walk around town..... hahahhaa.... sory.... maybe because its where our waste goues out from our body and when our mouth is on the top part of our body, the stuffs we took into our body will follow the gravity and goes down...
