Asbestos is the only substance that doesn't catch fire. In case of water, it exactly does not CATCH fire because, the water takes away heat from the fire, as u know fire is created by 3 agents

1.fuel, 2.oxygen, 3.heat.

Even if any of the three agents are NOT satisfied, it will not support combustion.
