The bulbs are intact and it is a brand new string. One half just doesn't work. I've checked the fuses.

Take a known good light out of the working end and go through the string that isn't working witht he working one and test each light.(like take out the light that isn't working and put in the good one if they still don't come on then that isn't the one that is out)..one of the lights on the out end has blown.

It might be a brand new string of lights but somewhere within the half that isnt lighting there is a bulb that isnt sitting right or is no good.

Sounds like the grench sold you a bad batch! - return for a new string of lights... you've checked everything that could be a fix.

Merry Christmas!

Sometimes, just by wiggling each bulb, forces them back in their place. They may have moved while you were taking them out of the box or even when you were unwrapping them. If you don't find it the first time, go back and play with each one again. Usually works.

if the fuses are allright, there is useually a clear bulb in the
end of the set, or sometimes there is one on either end or in
the middle of the set, this clear bulb makes the rest of them
work, if it is blowed they will not work. good luck

Take them back to the retailer you bought them from. They will not be safe to use as it sounds like a wiring problem.
