I'd have to say no. They helped make the babies, they should help support them.
If they are worried that their money is not being spent on the children, they can buy the kids stuff and save the receipts, then take those to court to prove that they are supporting their child. A lot of parents who receive child support are using it for things that aren't the children.
I'm a divorced mom, and my ex-husband does not pay child support. The court ordered him not to, as a result of our current custody agreement. It is very hard, but I do it.

No way! They helped make the babies... There is no good excuse for a mother or father to not pay child support. I think its just plain crazy the excuses some of them come up with. and believe me I've heard alot..

1) if it's not their biological or legal child
2) if the father has physical custody of the child
Other than that, there may be issues where the amount of child support needs to be reduced because it causes a financial hardship - but not forfeit altogether.

Only if they are jobless, but even then they don't get out of the obligation, the unpaid amounts just start drawing interest and usually at high rates.

The only plausible reason might be as leverage to get your visitation. Apart from that I cannot think of one. I'm also not sure that that would be legal.
