Take the photo with a digital camera or webcam and download it to a file. When you do your listing for ebay, there's a box to click for 'add pictures', click it then browse your computer to find the photo, then upload!
(First photo is free, then theres a small charge for any subsequent ones)

Having a picture for an item that you auction on eBay is optional. If you do want to include a picture, you can take a picture yourself then upload the picture when you list your item on eBay.

if it is something you can find a picture of on the Internet you can copy a photo of it off of a website and then " save as " to your computer and then when you go to eBay's sell an item pages you will have the option to upload it in to your auction

You can sell without a pic but nobody does. Normally take a pic or two, store it on your PC, and then when you go through the selling form, it prompts you to browse for your picture and it gets uploaded. They tweak it into their format for size and resolution and it appears on your listing.
For some stuff you could use a scanner - like books, coins or stamps.
