It must be cheap and in a in a recognised dive area. The environmental work should be doing something useful not just a rip off. Can anyone help?

I would suggest the Red Sea in Egypt. It is much cheaper to go there now and is in a hot climate. The accomodation varies, depending what part you go to.

Thailand or anywhere that is undergoing reef repair from the tsunami. They're clamoring for volunteers.
Other than that there are research groups out there that are taking on volunteers in Costa Rica and Belize on turtle counts, but it ain't gonna be cheap.

I find it odd that the other answers here are saying Egypt, when there currently aren't any environment gigs going on there.
