Start with an acoustic, steel string guitar. Get a decent model, not one of the cheap ones found at the big stores. Expect to pay about $200 US for a beginner guitar.
Try it in the music store. Ask the sales person to tune it for you and try to make some chords..the salesman will show you some. Even a beginner should be able to easily make a G, a C, and an F chord. If you can't make these three at the lowest part of the neck (near the tuning keys), then try another instrument.

Start with acoustic because:
1. It can be played without any additional equipment
2. It will build strength in your fingers
3. It will build 'caps' (callouses) on your chording fingers which will help you make better sounds.

You may want to consider a rental and some lessons at your music store at first, just to see if you really like it.

A squire Stratocaster is cheap and decent. If you want to do acoustic, go Canadian like Seagull.

It depends on how much you want to pay. With guitars you get what you pay for.
