It depends on the situation, but in North American corporate culture I would say it's true. There is a "pecking-order" in any workplace and those that cannot succeed by true character turn to bullying and intimidation. It's even worse in a unionized environment.
Workplace laws are pretty strict on this subject and it is the employer's responsibility to keep it under control.

In the movies That "nice guy" always gets his way. But I agree, I used to be like that and never got anything until I started to stand up for myself!!!
