I am learning how to use PHP, and when I type a script into notepad, I have to change the extentsion to .php, so of course Windows XP tells me that "if you change a file name extension, the file may be unusable",
so now i am using wordpad, but is there anything else out there I should be using?

Try PSPad, it's free and can be used for PHP, HTML, JavaScript and a whole bunch of other things:

What I recommend is finding a host that allows PHP (such as hostultra.com) and just testing the files from there. That way you dont have to deal with which editor to use.. But when i wrote in PHP, i used notepad and it worked perfectly fine for me.

get a copy of textpad from textpad.com. Windows is always going to give you that warning. You have to make sure that you downloading the local server so you can run php files. You can't just create a php file and then run it from your computer without having a local server like apache running. Download apache server. You have to make sure that your files save as default.php instead of default.php.txt with notepad.

Though I have never personally used it, I use Dreamweaver for most things, I have friends that love "Notepad ++." It color codes your text for you, and it has support for several languages. Here is a link, so you can check it out for yourself.
