it would depend on how much of material that was left by the seams of the coat when they originally sticked.
They might be able to let the seam out just enough to help the fit

Sort of. I mean, you can't make it tremendously bigger. Seam allowances are generally 1/4"-1/2" wide. The wool would probably have the 1/2" seam and the silk would have 1/4", but only 1/4" if it's visible. Since there are no seams visible, which means no serging, you can work with most of the seam, and they'll likely be all 1/2"
First they'd take apart the silk lining from the coat, leaving it attatach just at the collar. Then they'd measure, take out any stitches they need from the wool and restitch, and do the same with the silk.
The only problem with this is you would be left with very little for a seam allowance, most likely 1/8". Depending on how many seams you have...I'm going with 3 since that's the average for most basic wool coats. If the seams were 1/2" to start and now they're 1/8" you would be left with 1 1/8" of more room on your coat.
So it should be about 1/2 size bigger. Hope I didn't confuse you.

Yes, as long as there is enough spare fabric at the seams to be let out.
A good tailor or seamstress can alter most any piece of clothing. The only limitations on your coat would be how much fabric is at the seams. If the manufacturer didn't leave any excess, then there isn't much they can do. Take it to one, and ask them to look at it before you make any commitment. It shouldn't cost you anything, and they should be able to tell if there is anything to let out, or if there is just enough for a seam.

Whether or not a tailor can do this depends on how wide a seam he has to work with. All you can really do is let him take a look and see if he can alter it.

youd have to find a good one and it would also depend on if the jacket would allow it. not only that you might be able to see where the old stitching was if you do get it done and that never looks good
