Yes, of course it is acceptable to cite your references when giving a speech. Just make sure you follow a couple guidelines when doing so.
1. Do Not allow your citations to monopolize your speech. For every 5 minutes of your speech you shouldn't have more than 2 citations. Any more than 2 and it will appear that you needed to use other people's views to complete your assignment.
2. Cite your references accurately. If you're going to take the time to look something up, you better make sure its accurately referenced. I cant imagine anything more embarrassing than giving an outstanding speech only to have your teacher correct your citations.

Yes. Citation to authority is perfectly acceptable. "Alright," however, is not a word. I believe you mean to ask if it is "all right" to cite to books.
