Yes, but before we blow the whistle, lets examine the situation further. Only a doctor is qualified to determine if their exists a problem physically and/or mentally with this young man. There is also a possibility of other factors that effect this man's seemingly low sex drive.
Perhaps this man prioritizes sex in a different way than many. A good example is a priest; still has a sex drive, but prioritizes his devotion to his religion and abstinence over his human ways.
Maybe this man is uncomfortable with himself or the idea of sex.
Maybe he desires moderation. Furthermore, this man may not want sex to become a focus of his relationship between him and his partner(s).
Or maybe he doesn't desire his partner as much as he/she desires him.

1st. How young wasn't stated, 2nd. Are you living together, or seeing each other on an almost daily scale. Anything's possible from low self asteem, to an internal lower sex drive than most, to extremely cautious of having an accident and unwanted children at the present time, to many problems and concerns on his mind. A lot of factors to consider on this issue. More info would help, but at least it gives you a little somethning to go on. LOL

Could be a Number of things!
From Stress,Anxiety or maybe a past Trauma affecting his performance?
Talk to Him Openly and Honestly,It's the only way of breaking through these barriers/

....Maybe, but more often than not it's a mental thing, stress about work, family, bills, lots of things, have patience he's already feeling low enough questioniong his manhood, of course I'm no Doc.
