remember humid and dry conditions both exist in the different layers of the atmosphere above tropics....
hence...when this humid air rises up wards...it precipitates and hence rain ...
but...when these two layers meet adjacent...they make hell...winds swirll around each other...where humid air is surrounded by dry air...which again causes the humid air to rise and precipitate...but because of the swirling winds...it becomes a tropical storm known as hurricane....
hurricane has the worst effect even than a tornado...due to its vast size...and huge rain clouds....
best way to fight an hurricane is to travel in its eye...which is the most calm region of the hurricane...

The tropics are known for their warm temperatures and a hurricane is generated off of the warm ocean waters. The warmer the water the more extensive the hurricane will be.

The question is wrong. Most hurricanes develope in the temperate zones and then either stay there or migrate toward the poles.
