Is it nasal congestion or chest congestion? If it is nasal buy some Little Noses Saline drops and use a bulb aspirator to help clear the nose. A humidifier in the room where he is sleeping will help also. If it is chest congestion and he is wheezing and coughing you need to get him to the doctor because it could be something more serious like RSV.

Don't give a baby under 4 months of age ANY medication for a cold or congestion unless prescribed by a doctor. The risks far outweigh the benefits.

What you can do is make sure to give your baby all the fluids he/she wants, keep his/her nose clear with a nasal aspirator, and the best thing for a congested baby is to run a very hot shower, allow the room to fill with steam ( kind of like a sauna) and sit in the bathroom with your baby for 5-10 minutes a few times a day. That will help clear the congestion.

If it persists for more than 7 days, or your baby develops a barking (seal like) cough, take him/her to the doctor. He could have bronchiolitis or a chest infection, which is not life threatening, but is the result of bacteria, which he/she will need medication for.

run a hot shower and sit in the bathroom with the baby. The steam helps with congestion

Get some infant decongestant (motrin works good) and only give a small amount (the smallest dose on the dropper). It will take time but the congestion will clear up in about a weeks time.

you can use a cold mist steamer on your baby, but dont use a warm/hot mist one. Dont have it directly near the crib or where the baby is, but somewhere in the same room is good enough.

get some baby vicks rub. put it on the bottom of the baby's feet and on its back and chest. be sure to put socks and warm clothes on. the vicks will open up the baby's pores so be sure to wash it off before going outside.
