No. The way you can do it is to either buy the books or download thr course material on line and only book and sit the exams in your local college / uni. The exams cost about £80 - £110 each and these need to be paid upfront - but its still a lot cheaper than paying for the full course.
Depending on where you work, you may also be entitled to some help to pay for a percentage of the exam fees.

What do you mean by "pay back later"? Do you mean "can I do a course but not pay until I pass?"? - If so, no.
