It's easy to get a job as an opera singer anywhere if you're good at it! I do not think that there is a great demand for opera singers especially in many parts of that region including Belgrade. I have traveled throughout Eastern Europe, and while the culture there is very rich and the music is good, I haven't been to an opera there. Beograd is probably one of the more wealthy cities in Serbia, but it is still not so wealthy because of all of the turmoil such as the Kosovo Conflict, ethnic and religious differences within the nation, and recent economic trouble resulting from insane inflation rates. However, even more recently the economy has improved a lot, but it still is not so great. I would not be astounded if many Serbs were not interested in attending an opera because there are still economic difficulties.
Belgrade has many beautiful features, but it could also shock you if you're not from that region. I am from the southwestern Russian Federation originally, and because I have traveled throughout there so much, it doesn't shock me. I have traveled frequently to places such as America and Australia also, and I now live in Canada, and I think that most people from these regions would be appreciative of the cultures in Eastern Europe, but they would also be appalled by some of the conditions.
So, although conditions in Beograd are certainly improving and the economy is steadily improving, it still may be difficult to find work as an opera singer there; the economy may not be developed enough yet to support too many people of that profession. Nonetheless, if you do want a job as that in Serbia, the best place for it is certainly Beograd because it seems to be the best developed area in that nation. Best of luck!

No, it's not. There are a lot of very good opera singers there and the competition is incredible even if the salaries are low. Actually many of them sing abroad...

but seriously, unfortunatelly like everything else in belgrade it's important who do you know.
getting a job in the choir is easy (even I could do that), but to get solo parts... well some good voice would be helpful.
