Everyone indulges in Psychological defence mechanisms. The modus operandi depends a lot on their default mechanisms i.e one that works for them and "rewarded" during their early learning experiences. "Sour grapes" is one example. Blaming others i.e projection of ones own unacceptable behaviour on others is another. Recognising these and being a more understanding, forgiving and non judgemental person goes a long way to "smooth" relationships. Does'nt always work that way. you should start by saying hi and see where it takes yous but it the other one is giving you a cold sholder why try to get to know them. it would seem as if they where not intrested in getting to know you. why waist your time. I know I wouldn't.

Sadly if I say 'Hi' to someone and they don't reply, 'Hi' back, then they aren't worth my time.
